The tape measure should sit close to the body, but not too tight. To get the most realistic measurement, breathe out and measure your waist after you exhale.
To measure your hips, stand with your feet together and wrap the tape measure around the widest part of your hips and bum. The tape measure should sit close to the body, but not too tight.
